SUPRO has organized a post budget analysis Press Conference in Dhaka Reporters Unity Conference Room on 11th June 2016, Saturday where SUPRO Chairperson Ahmed Swapan Mahmud was in chair and moderated the session and SUPRO National Council member Manju Rani Pramanik read the key note paper.
In the press conference the speakers said, budget is very innovative as per the demand and needs of of the people, but it would be very difficult to implement the budget properly. During the previous times, we have seen, development budget has not implemented properly in all time. SUPRO is wanting to innovate these areas of implemenetiona mechanism so that the proposed budget will have to be implemnted properly and effectively. The target of GDP 8% has an uphill task but we are hopeful, if the implementing authorities and institutions can do their job properly then it will may have some positive effect during budget implementation phases.

They speakers also said, the tax net target is huge and also the target set for the NBR which is higher 35.4% than the previous year. Total target is set for NBR alone 2 lacs 3 thousand 152 crores taka which is an utopian tasks. SUPRO seems that government should encourage people more to provide tax properly and wisely. Bank interest rate has set 11.7% which is one of the key concern area. Education sector has get highest 15.6% but this not good enough as per GDP ratio. It has covered only 2.4%. Health sector has little increase 0.8% which really insufficient and agriclulture sectore has dcreased 0.1% as of 6.7%. The speakers said, agriculturral subsidies has to be widened vigorously so that farmers can get the benefit in the right manner.

The main demands from SUPROs side has stated below:
  • This year District Budget has also absent. Local government budget has allocated 17.8 % but there is not clear demarcation where it would be expended or so. There is no structure has defined which areas has to be disbursed. SUPRO thinks, structural reforms and district budget can reflect people’s demands.
  • We want effective implementation of education budget so that it can fulfill the target as per Education Policy
  • As per need health budget is not enough at all to provide quality health services, so SUPRO wanting increase of more budget in the health sector.
  • Social Safety Net has increased but it needs proper distribution and selection.
  • Agricultural subsidies have to be increased.
  • Women’s equal participation at all levels have to be ensured otherwise gender budget can’t work
  • Transparency and accountability is essential for proper implementation of child budget.
